I never saw a Librarian or an apothecary become a chapter master. Librarian get sometime the "chief" role to lead a task force. He is usually help the chapter master in some way of decision...but nothing else.
Same about apothecary, except they don't get at all any decision power. They can sometime give their advice on some chapter as Corbulo from Blood Angels, but this is just related to the curse this chapter get...nothing about strategy.
So Librarian and apothecary (at far lower level) are kind of lieutenant for chapter master. If by any circonstance one of them should become chapter master, he will wear the rank, but drop off their last role. Chapter Master collecting progenoid on field ? No way. Chapter master that get psy power, yes, that exist, but he is chapter master...no more librarian and so never act like it.
Okay if you claim to be a retailer then you should know about soul drinkers or blood ravens, and their chapter master are librarians. No offence mate, I meet plenty of retailers who plays the game but don't know a lots about the fluff.
I was retailer long ago in fact. I'm agree with you, 98% of retailers don't know nothing about old fluff, and for sure we all learn more every days....and that mean nothing as knowledge to be retailer.
About what you say, for sure I know those chapters. Blood Raven is a brand new chapter created for DAWN game, so not really fluff in it, mostly for kids. Soul Drinker is older, kindof copy/paste of Thousand Sons.
So about apothecary, as I said, no chapter master as far as I know. Did Tiberius is a Master of a chapter you created ? If there is any Master/Apo, please show me, I'll be happy to learn about it
About Librarian, as I said, yes they can become chapter master, but are no more librarian, just a master with psy powers. I think we are agree on that point, just explain it in 2 different ways
Right, Ok. The Blood Raven is still considered canon, it may be not good, but it's still Canon nonetheless. Hell, they were in fourth Ed.

I think you're getting a little too wrapped up in the names of things. The Dawn of war video game (while not GW cannon) showed that multiple roles can be adopted. Such as Chief Librarian and Chapter Master. Source: [link]
Sometime thereafter, Kyras rose to the ranks of both Chief Librarian and Chapter Master. Galan was stationed as a Apothecary within the Honor Guard.
This is less about the names and titles of warhammer 40k and more about doing what you want with what you create. (relic showed us this) There's no rule against what Rumbles is doing. In fact, GW encourages players to come up with their own fluff for their armies. The naming conventions that GW has come up with are a loose guideline for you to expand upon. Heck, some of the chapters don't even have anything called a Chapter Master but use totally different titles. The Knights of Blood are a chapter that Rumbles is making up his own fluff/backstory/background for.
